In 1959, President Hu Shih actively considered how to use his position to advance Chinese scholarship. He commissioned Professor Wu Ta-You of the Department of Physics at the State University of New York at Buffalo to draft a five-year or ten-year academic development plan based on his previous work. Wu's proposal ultimately persuaded the Executive Yuan to establish the National Science Development Commission (NSDC), which aimed to lay a long-term foundation for science in Taiwan. In 1967, NSDC was reorganized into the National Science Council (NSC).
