To provide an optimal research environment for the humanities and social sciences and to align with the mid- to long-term development plans of the campus, it was decided in June 1997 to construct the "Humanities and Social Sciences Building" (HSSB) at the southwestern base of the campus. This 11-story, steel-framed structure with two basement levels began construction on October 1, 2002, and was completed in 2006. Units that moved into the facility include the Institute of Taiwan History, the Institutum Iurisprudentiae, the Institute of Linguistics, the Institute of Sociology, and the Institute of Political Science.
