In 1989, Chung-Mo Han (third from the left) proposed that the institute's organizational regulations be amended to meet the needs of the times. As a result, a Director of the General Affairs Office was established above the original Secretary, General Affairs, Accounting, and Personnel departments, directly reporting to the President.
